Excellent comment. So here we are today, our communities have encroached on the floodplains, but rivers meander and change. Vermont is now taking a River Corridor approach to conflicts and future planning. Lot’s happening in this small state.

The problem is that someone drew a line on a map that is supposed to stay the same for all eternity and which has no relationship with the realities of hydrology. When it comes to land that is near watercourses and sea coasts we need to rethink property rights. Landowners need to be compensated and structures and roads should be removed to allow the system to function normally again.
